call for each new
officer elected to serve a three-year term, unless that officer is
filling the remainder of a term of a member that has resigned or
otherwise left the board. The annual meeting
minutes incorrectly stated that Sallie had been elected to a one-year
term. The annual homeowners minutes will be amended to reflect
that Sallie was elected to a three-year term as a board member.
Tom then delivered the treasurer's report. Through Sept. 26
the neighborhood's current balance was $24,921.45. Nine residents still owe
their annual dues. Of the nine, two have called to say they
are mailing their checks. A title company also
called to say a check is on the way.
Tom also reported that the neighborhood has opened a new business account.
The treasurer's report was accepted as delivered.
Sallie then addressed old business. Harold Humphries said he did
contact the gentleman that previously volunteered to perform
an audit. But the gentleman is no longer willing to
conduct the audit.
Discussion then turned to what the parameters of the audit would
be and where the board should look for an auditor. Harold agreed to
track down three separate quotes. The board agreed the period
of May 2002 through September 2003 will be audited, assuming an
auditor can be found to perform the task for $1,500 or less.
The board then discussed getting no fishing/no swimming signs for
two of the three ponds that currently do not have signs, as
suggested by resident Ken Peterson at the annual meeting. It was
agreed the current no fishing sign at the Secret Woods Drive pond
did not need to be replaced or upgraded. Bill pointed out that
it appeared some residents were not aware of the
. So the board also discussed looking into
getting signs for the entrances to the neighborhood that say
"this neighborhood is governed by covenants and
by-laws."
Sallie agreed to price some signage and report back to the board
at the next meeting.
Attention then turned to new business. Sallie asked
whether our insurance coverage should be upped. Tom Bozak has
already gotten some quotes. The board agreed to postpone
considering any insurance adjustments until the cost of the audit
was known.
Harold stated that he believed the covenants called for all
board members to be bonded. No one at the meeting actually
knew whether board members were in fact bonded. Carol Bozak
agreed to look into whether board members are bonded.
Harold then said he would like to see the contracts for various
services the neighborhood has performed. Sallie said in most
cases there were no written contracts.
Sallie then moved into new business concerning the pool.
She said Joe Miller, who has been volunteering his time to clean the
bathrooms, is no longer interested in continuing that chore.
Byron DeLong agreed to take on the task of getting bids to have a
cleaning company come in to perform the service.
Attention then turned to unpaid dues. The board voted to
send out registered letters to homeowners who do not paid their
dues by October 22. Carol said there were also two
residents who said they have paid their dues but there is no record
of payment.
The board agreed the burden of proof is on the homeowner.
But the board also agreed to reimburse any homeowner for bank
research costs up to $25 to track down statements showing the dues
were paid.
Harold made a motion to give the board president the authority
spend up to $300 without board approval for any emergency that
arises (i.e. a busted pipe). The board approved the
motion. He also made a motion that up to $400 per year be
approved for plantings at the neighborhood's entrances by
volunteers. His motion included giving the board president
authority to approve the purchase of plantings without prior board
approval. That motion was also approved.
The board officially named Gerda Humphries as the neighborhood's
block captain coordinator.
An outstanding payment of $2,500 was received by the board and
the matter has been resolved.
The meeting was adjourned at 8:20pm. The next meeting was
scheduled for Monday, November 3 at 6:30pm.
