Board meeting minutes - September 13, 2004

The Secret Woods September 13, 2004 board meeting was called to order by Board President Sallie Wnuk at 6:30 p.m. in the conference room of the YMCA on Belfort Road.


The following board members attended: Bill Bortzfield, Tom Bozak, Wayne Williams, Valerie Redmond, Horst Pophal, and Sallie Wnuk. Residents Mary Loving, Bonnie Cowling and Kristin Bassett also attended.


Sallie opened the meeting by asking Bill to read the minutes from the August 9 board meeting. The minutes were approved as read. 


Sallie then asked Tom for the treasurer's report. As of September 13, 2004 the neighborhood had a balance of $28,158.34.


Attention then turned to the shed amendment. All votes returned were counted. There were 50 yes votes, 21 no votes and one ballot was returned without a yes or no vote. The measure failed. 

The current covenants require 75 percent of all homeowners to approve any proposed amendment. The amendment needed at least 95 yes votes to pass.


Sallie pointed out that if there was enough interest the issue could be brought up again at next year's annual meeting.


Sallie then updated the board on reports that carpenter ants had been spotted at the pool. Bug Out was called to examine the pool area but no evidence of carpenter ants could be found. 


Bill reported that a second flag pole light and fixture has been installed at the front entrance. Another flag pole fixture and light was installed about a month ago but was shorted out during Hurricane Frances.


Attention then turned to plans to expand the current black aluminum fence around the pool. Sallie got a quote from Classic Fence, which is the company that installed the original fencing. 

Classic Fence would charge $2,660 to replace the areas that are currently covered by wooden fencing.


While Classic Fence was on the grounds she also got an estimate on what it would cost to run the same type of fencing around the front of the neighborhood in between the brick columns. That quote totaled $15,900.
No action was taken on either quote.


Sallie then told the board what happened to the sign at the neighborhood’s back entrance. An eyewitness told police a driver with the Strongarm Tree company backed into the sign and knocked it down. 

The damage has been reported to the Jacksonville Sheriff’s Office and the information has been given to the neighborhood’s insurance company, which will pursue a claim with Strongarm Tree. Board member Wayne Williams agreed to begin getting bids to replace the sign.


Sallie then turned to new business, saying resident Celia Nass has proposed heading up a neighborhood Halloween party on Saturday, Oct. 23. The board agreed it was a good idea and voted to spend up to $200 on the party, assuming Celia was willing to head up the project.


Kristin Bassett noted that the pool chairs suffered some damage. They were placed in the pool by someone as part of hurricane preparations. 
Tom Bozak, who is moving, officially announced his resignation as neighborhood treasurer. His last night on the board will be October 11. 

The board is asking for someone to volunteer from the neighborhood to fill the treasurer’s position. The board noted that Tom has done a wonderful job.


Mary Loving and Bonnie Cowling volunteered to be on the Architectural Review committee, which the board accepted. 


The next meeting, was scheduled for October 11, 2004 The meeting was then adjourned at 7:25 p.m.
