The
Secret Woods July 11, 2005 Board Meeting was called to
order by Board President Sallie Wnuk at 6:35 p.m. at the YMCA on Belfort Road.
The
following members attended: Bill Bortzfield, Valerie Redmond, Jim
Thompson, Wayne Williams, and Sallie Wnuk. Residents Byron Delong and
Denise Stevens also attended.
Sallie
opened the meeting by asking Bill to read the 2005 Annual Homeowners Meeting
minutes. The minutes were approved as corrected.
Sallie
then called on Valerie for the treasurer's report. As of June 30, 2005
the neighborhood had a balance of $41,580.31.
Two more homeowners have paid their annual dues since the statement
date. The late fees were included with the two payments. A third payment
was also received with the late fee waved for extenuating circumstances.
The
following lots were listed as still unpaid as of July 12: 112, 97, 78, 76.
Registered letters have been sent out to the unpaid lot owners. If payments are
not received by August 5 the board plans to visit each lot owner personally and
then report back to the full board at the August 15 board meeting.
Sallie
then reported on bids to have the pump fountain at the front pond fixed.
Lake Fountain estimated the cost at $1,586. The board is still waiting
on the second bid. The board authorized Sallie to go with the low bid or
proceed with Lake Fountain if the other company fails to respond.
It
was then noted that Jim replaced two burnt out lights at the pool which have
since burned out again, raising the question of whether there may be an
electrical problem involved. Sallie will call All-Service Electric and
have them check the fixtures. Up to $500 was approved for any needed
repair.
It
was noted that Portofino Pools still hasn't patched the pool lip.
New
resident Denise Stevens presented the board with a plan to fence in her back
yard. The plan was approved. Attention then turned to the new
no fishing/no swimming sign that has been placed at the Secret Woods Drive
pond. Bill suggested the sign be moved to the street, pointing out it
couldn't actually be seen until someone had already trespassed on the
property. He also pointed out that is detracted from the overall view of
the pond.
Denise
said she would not object if the sign was placed at the bottom of her new
fence, which would still make it visible, but not as dominant an item to
view. The board agreed to the compromise. Sallie agreed to have the
contractor that is selected to replace the front pond's fountain pump move the
sign during the same neighborhood call.
The
board then discussed the suggestions from the annual meeting to raise the new
homeowner initiation fee to $500 and wave the annual dues for board members.
The
board decided rather than try to get the fee waived for all board members it
would instead pursue the fee waiver for the president, treasurer and secretary,
who it was felt handled a larger percentage of the neighborhood's day-to-day
operations. Sallie agreed to craft a cover letter and ballots that will be
reviewed at the August board meeting.
The
board then dealt with the question of an arbor that had been erected by a
homeowner without approval. The board agreed the structure violated Covenant
for Architectural Control, Article V. An infraction letter
is being sent to the homeowner. The board is also checking with the city
to determine if the structure meetings city requirements.
Tonight
marked Jim Thompson's last meeting as a board member. Jim is moving
and is resigning his position. He was thanked for his service and it was
noted that the board would be actively be seeking a replacement to fill the
remainder of his term.
The
next meeting was set for August 15. The meeting was adjourned at 8:34 p.m.
