Secret Woods Minutes for August 14, 2006

Meeting was called to order at 6:30 p.m. Minutes were taken by Dale Elzie.
Jackie read the minutes of August 14, 2006. There were minor corrections.
Appreciation to Marianne Pophal and Bonnie Cowling for their work at pool
area. Minutes were approved with changes.
Treasurer’s Report: Under Separate Copy.
Webmaster's Note: Treasurer's report was not submitted for posting on the
Web site.
Unfinished Business:
Sprinkler System: Ken Peterson has been reviewing and testing the system.
Rather than a timer, three hand operated valves, placed by the building will be installed, and volunteers will operate this. Volunteers have already
stepped forward. There are about one to two weeks remaining until
completion.
Vandalism: The police were contacted and will patrol this area between the
hours of 11:00 p.m. and 3:00 a.m. Repairs are in process to the lighting
system, netting, concrete bench, gate, lights, and bathroom doors. The work completed: motion sensor lights; gate; plastic display cover at mailbox
area; fan replacement. For review is being done about the best way to resolve the bathroom areas (type of locks, reinforced doors).
Infractions/Compliance:
Lawns: Letters will be sent to those whose lawns need additional attention.
Recreational Vehicles and boats: Numerous letters have been sent to various
individuals who continue to park boats in their driveways. It is also a violation to park these on the street. Wayne Williams researched the
municipal codes and were found to support the Secret Woods Covenant. A letter, containing a copy of the covenant related to boats and watercraft,
and municipal code will be sent to each person who continues to violate this section of the covenant and code. These will also be posted at the community
bulletin board. There was also discussion about people continuing to park in the street as an on-going practice. This also is against municipal code.
Dues Collection: All dues have now been collected.
Initiation Fee Ballots: 78 ballots have been received. The balloting will
continue. You are encouraged to turn in your vote on this very important
ballot. If you have any questions, please contact a board member.
Commercial Signs on Trucks: Letters have been mailed to individuals
regarding this violation of covenant. Vehicles with signage are not allowed
to park in the driveways or on the street. Letters have gone out to the
various individuals.
Several persons present stated that friends and family who come to visit in
Secret Woods remark on the loveliness of our subdivision. The hard work of
our residents and the importance of covenant and municipal compliance was
discussed and recognized as two of the main reasons for this and as two of
the best ways to maintain property values.
New Business:
Pool Resurfacing Bids: Katherine Frazier presented this report. She obtained
three estimates and her report was submitted to the Board. One estimate
stated that no work was needed at this time, other than repair and
replacement of the handrail of the steps into the pool and the ladder at the
deep end. No cost was given. The other estimates were $8346.00 and $13,600.
Two questions were raised: How long are the estimate good for; What type
guarantee comes with each proposal. Further discussion was tabled until the
September 2006 meeting. The ladder and steps will be repaired when the pool
surfacing is being completed.
Shed Ballot and Initiatives: Research had been conducted and much discussion
ensued. A legal opinion will be obtained and presented at the September 2006
Board meeting. This board nor any committee has the authority to authorize
approval of sheds. Since sheds are prohibited by the covenant, only a vote
by the entire association could authorize a change in the covenant and
permit sheds.
Further action do discuss a possible covenant change to be voted on by the
neighborhood association was tabled until the next meeting.
A motion was made, seconded, and unanimously accepted to consult an
attorney to resolve covenant issues. It was stated that although this would
involve expense to the association, it was necessary to achieve proper
understanding of and compliance with any covenant or municipal code issues.
There was discussion about the lighting at the pool. A concern was raised
that the two flood lights at the pool created too much light or glare after
dark. After discussion, this will receive further review, for ways to have
softer lighting in the pool area. Sallie Wnuk will coordinate this work with
All-Service.
Please do not place wet towels over lights in the pool area. This could
create electrical problems. It was noted that the lights and fans in the
bathrooms at the pool area are being left on when no one is present. There
was a recommendation that these lights and fans be placed on motions
sensors. This was approved. In the mean time, please turn the lights and
fans off each and every time.
A motion was made, seconded and unanimously approved to purchase a new
flag. A special thanks to Cheryl Lemine, who donated the existing flag.
